Oyo Assembly Dismisses Petition Against PTS Over Alleged Vendor Misconduct

Eagles Sight News reports that the Oyo State House of Assembly has dismissed a petition filed by Mr. Ibrahim Asiwaju, Chairman of the Association of Sacked Supervendors and Investors, against the management of Pacesetter Transport Services (PTS), the state-owned transportation agency.
The resolution followed the presentation of a report by Hon. Adebayo Babajide, Chairman of the House Standing Committee on Transport, during the Assembly’s plenary session held on Tuesday and presided over by Speaker Rt. Hon. Adebo Ogundoyin.
The recent development is not only coming on the Committee’s recent findings but also comes on the heels of an earlier independent investigation by a group of investigative journalists, as reported by Eagles Sight News. in March , 2025 that , report, made available to the news outlet, revealed significant insights into the operations of PTS and followed a series of coordinated attacks on PTS Chairman, Hon. Dikko Salami. The journalists’ findings confirmed substantial reforms and improvement efforts within the agency.
In this recent report released by Oyo State House of Assembly, Hon. Babajide recommended the dismissal of the petition, citing a lack of merit and substantive evidence to support the claims made by the petitioners.
“The petition submitted by Mr. Ibrahim Asiwaju Chairman, Association of Sacked Supervendors and Investors Oyo State Pacesetter Transport Services (PTS) to the House be dismissed for lacking in merit and credible evidence, the use of vendors system for revenue generation be terminated due to misconducts and the terms of engagement of contract staff be redefined regarding period of engagement and other conditions of service,” Hon. Babajide stated.
The Committee’s findings revealed that the vendors, who were originally engaged to oversee card payment systems and curb revenue leakages, were implicated in fraudulent practices. According to Hon. Babajide, collusion between the vendors and drivers led to the resurgence of cash-based fare collection and revenue losses, prompting their termination.
He further explained that the introduction of a card-based payment system significantly increased daily revenue from an average of ₦200,000 to ₦2,000,000, demonstrating the effectiveness of reforms before the misconduct by vendors re-emerged.
In addition to recommending the dismissal of the petition, the Committee advised the Assembly to direct the management of PTS to establish a clear and structured organogram. This, they said, would define reporting lines, job roles, and responsibilities in order to eliminate ambiguity and enhance overall productivity.
“The Management of Pacesetter Transport Services be urged to restructure its workforce and those who had been found guilty of misconduct and had been suspended more than twice, the Management of PTS be urged to design and implement a well-structured organogram that clearly defines reporting lines, job roles and responsibilities of all personnel. This will help eliminate ambiguity, prevent role duplication, and enhance overall productivity in the Pacesetter Transport Services; and the Pacesetter Transport Service (PTS) be urged to operate strictly in accordance with its conditions of service,” Hon. Babajide added.
He also recommended that the Executive Arm of Government, through the SAFER Program, increase subvention to PTS to support its subsidized transport services to citizens across the state.
According to the investigative report, “Following the introduction of the card payment system, the revenue increased to two million naira (₦2,000,000:00) on the first day.”
The Assembly concluded that the management of PTS was operating in accordance with the approved guidelines and directives of Governor Seyi Makinde, with room for improvements through workforce restructuring and better contractual practices.
